SOLUTION: Sending end radio equipment encodes a system start signal that includes system identification information and abbreviated call names and continuously transmits, and receiving end radio equipment intermittently operates a radio receiving circuit 3 through the control of a control circuit 7 in a timing from a timing generating circuit 17, repeats an intermittent carrier sense operation, when the circuit 3 detects a radio wave, a system identification code detecting circuit 9 and an abbreviated call name detecting circuit 11 detect system identification information and abbreviated call name information, and the circuit 3 receives a regular radio call name of its own radio equipment and control information which follow these information and performs a radio communication operation.

SOLUTION: An inverted linear F antenna 45 is used as an antenna in a radio equipment housing 43, that is installed at a lower part of a metal plate 27 between gas piping 5 and 7 at an upper part of a gas meter metallic housing 3, the antenna 45 is arranged so as to avoid itself from the plate 27, also an antenna ground plate 51 of the antenna 45 and a radio circuit ground plate 49 of a radio circuit are arranged so that they are separated from each other, connected at one point, high-frequency bonding strength of both is weakened, the high frequency bonding of a ground of the antenna 45 and of the housing 3 is strengthened, and an antenna radiation characteristic that has high radiation gain is attained.

A BCH decoding circuit 7 decodes the BCH code from the data received by the antenna 11 and the radio circuit 5 and a CRC decoding circuit 8 decodes the CRC code from the decoded data and the resulting data are fed to the terminal equipment use network controller or the terminal equipment via the interface circuit 20.
