SOLUTION: Cold storage tanks 2...2n packed with cold storage agents 3...3n having different freezing points are arranged in order of decreasing freezing temperatures, a city gas bypassed from a high-pressure headline 1 during off peak is liquefied by cooling it in stages by leading it sequentially into the tanks 2...2n, and the liquefied gas is stored in a storage tank 12 for a while. At the time of peak, the liquefied gas is regasified by allowing it to flow along the reversal route, and the gas is returned into the high-pressure headline 1.

Furthermore, the chill accumulating agent 31 in the condition the chill is emitted by the gas fuel 3 or the liquefied gas fuel 46 is made possible to cool directly, and the gas fuel 3 is cooled directly by the chill accumulating agent 31 accumulating the chill.

In order to prevent such a quick change in the pressure inside of the coldness accumulation tanks 60 to 57, a common breathing tank 89 is connected to each of coldness accumulation tanks 60 to 57, In addition, since the coldness accumulation agent adsorbers 91 to 94 filled with adsorbent are attached to the joint part to an inert gas line 90, gasified coldness accumulation agents 77 to 74 are adsorbed to adsorptive agent and removed by coldness accumulation adsorbers 91 to 94 so that those agents can be prevented from directly entering the breathing tank 89.

The other LNG flows down in an inner ring-shaped passage formed with the tubular cap 20 and the inner tube 13 and rises in an outer ring-shaped passage formed with the inner surface of the stuffing tube 10 and the tubular cap 20 from the lower end of the tubular cap 20 and is discharged outside as a vapor gas by way of an upper head tank 12. In this case, the shape of a secondary heat transfer surface produced by a plurality of stuffing operations of the stuffing tubes 10 function on heat exchange effectively.

A specified wear suitable for the temperature in a working environment is obtained by exchanging the inner cloth 15 having different thickness of a middle cloth 36.
