The powder is fed to a measuring tank 30 on the other end of the transferring piping 23 by the pressure-transferring air, and the weight of the transferred matters is measured by a load cell 31. After the measured value reaches 90% of the specified measured value, the supply of the pressure-transferring air is reduced, a bypass adjusting valve 38 is adjusted to execute the transfer at the reduced speed, while the discharge of the pressure-transferring air to the transferring piping 23 is stopped when the measured value reaches 100%.

Consequently, the feeding of the admixture 1 may be recognized, and when the flow of the admixture is not sufficient, the agent may be caused to flow, down by a compressed air-blowing device 26, while its bubbles are removed by the device.
