Because the portion to be welded to the steel pipe 2 is the end portion of the steel band 5 and its thickness is larger than that of the coating metallic sheet 4, the burn-through in welding can be prevented, and the coating metallic sheet 4 can be comparatively easily wound and fixed on the steel pipe 2.
