    • PROBLEM TO BE SOLVED: To provide a wavelength-converting member for enhancing moisture resistance and a production method thereof, and to provide a light-emitting device that uses the wavelength-converting member. SOLUTION: In a wavelength-converting member 6 of this light-emitting device, a phosphor layer 1 with phosphor dispersed in a transparent resin is joined to a first transparent substrate 2 and is interposed in between the first transparent substrate and a second transparent substrate 3; the circumference part of the phosphor layer is surrounded by a transparent adhesive 4; and the joint between the first and second transparent substrates and the joint between the second transparent and the phosphor layer are, respectively joined with a transparent adhesive. The wavelength converting member is produced by a method that includes forming the phosphor layer 1 to be joined to the first transparent substrate, by applying a transparent resin with a phosphor dispersed to the first transparent substrate and by making the resin cure; dropping the transparent adhesive to a face of the phosphor layer; and heating and curing the transparent adhesive at 200°C or lower with the phosphor layer interposed between the first and second transparent substrates so that the circumference part of the phosphor layer is surrounded by the transparent adhesive, by joining the first and second transparent substrates.
