The frictional mechanism includes a frictional gear that is rotated interlockingly when an input member is operated to move downward from a neutral position, and a frictional latch whose tip hook section is rotationally biased in a direction of engaging with the frictional gear. The frictional latch releases a contact between the tip hook section and the frictional gear when the input member moves from the neutral position to raising position, and gives resistance to rotation of a toothed link by keeping a contact between the frictional gear and frictional tooth by rotational biasing force when the input member moves from the neutral position to a lowering position. Furthermore, the biasing mechanism regulates rotation with the frictional latch before the tip hook section of the frictional gear collides against the frictional tooth of the frictional latch when the frictional latch rotates in a direction of crossing the frictional teeth and engaging with next frictional tooth by a rotationally biasing member in connection with a rotation of the frictional gear.
