SOLUTION: The motor power driving apparatus 30 includes each base 40 to be attached to the wheelchair 1. A support shaft 50 is attached to the base 40, and a chassis 60 is supported at the center part by the support shaft 50. The support shaft 50 performs a pitching motion with respect to the wheelchair 1, and the chassis 60 performs a rolling motion. The driving wheels 64L and 64R are arranged in the both left and right wings in the chassis 60. The grounding/non-grounding of the driving wheels 64L, 64R is selected by the pitching motion of the support shaft 50. The fire extinguishment part sets fire extinguishment detection conditions of the burner based on the outside air temperature and detects the extinguishment of the burner based on the fire extinguishment detection conditions and the output of the blowing temperature detection part.
