    • PROBLEM TO BE SOLVED: To provide a waste shielding method and waste shielding structure for such a waste disposition facility which presumes even the case to the failure of an impervious layer and assures the safety of the facility in such a case. SOLUTION: The bottom and wall part of the waste disposition plant 11 for disposing waste is formed as the impervious layer 17. This disposition plant 11 provided with an inside water level observation well 12 which allows the measurement of the level of the water stagnating in the waste disposition plant 11 and is provided with a water lifting pipe 13 capable of lifting this water and a water lifting pump 14 connected to this water lifting pipe 13. On the other hand, the waste disposition plant 11 is provided with a ground water level observation well 16 which allows the measurement of the ground water level of a subsoil 15 around the waste disposition plant 11. The water level in the inside water level observation well 12 is set lower than the water level in this ground water level observation well 16. In case of the rupture of the impervious layer 17, the ground water flowing in from the ambient subsoil 15 is pumped up from the water lifting pipe 13 by the water lifting pump 14, by which the waste is shielded from the circumferential subsoil 15.

    • PROBLEM TO BE SOLVED: To carry out the transportation of a large quantity of people and materials in an emergency, by providing guide rails for boats and containing rails of main ropes attached to the wall sides of an underground canal, boats set afloat along the guide rails, and main ropes to pull the boats contained in the rails for the ropes. SOLUTION: A multi-service tunnel 5 for town gas and a multi-service tunnel 6 for electric power and communication are provided through a partition wall 2 at the upper part of an underground canal 1 constructed in a network. And a canal 4 is formed at the center and a multi-service tunnel 7 for supply water and sewage is provided at the lower part through a partition wall 3. Filtered rainwater is used for the source of the canal 4. Boats 10 are set afloat on the canal 4. A master rope 11 contained in a rail 9 for the rope is used to moor boats 10. The boats are transferred along the guide rails 8 by pulling the rope by means of a traction device at an emergency like a large earthquake. And further, the water in the canal can be used to extinguish a fire. In this way, a large quantity of people and materials can be continuously transported without accidents and J8015.
