    • A method is provided for allocation of cellular channel resources and/or shared ISM band resources to device-to-device (D2D) user equipment (UE) pairs/clusters in mobile communications. A network entity makes assignments of cellular channel physical resource blocks to D2D UE based on interference measurements performed either by the network entity or reported to it by UE. Semi-persistent channel allocations are transmitted periodically to the UE on a downlink control channel. Channel specific allocations are transmitted to and received by D2D UE in each transmission time interval. Where the cellular band has insufficient resources to allocate to D2D UE, the network entity may determine portions of the shared ISM band that may be assignable to D2D UE and transmit channel allocations in the ISM band to the UE. An indicator bit may be added to the allocation transmissions to indicate whether there has been a change to the allocations since the previous transmission.

    • Uplink buffer occupancy(304), and a link imbalance between a serving and a neighbour cell operating in the same frequency and the same radio access technology, are determined for a user equipment UE. Based at least on those,the UE is controlled to transition directly from an idle state with the serving cell to a connected state with the neighbour cell (308,310B). In one embodiment the UE checks its own buffer occupancy, link imbalance and downlink channel quality against thresholds to decide whether to transition directly. In another embodiment the UE sends to the serving cell at least its buffer occupancy and link imbalance, and the serving cell sends to the UE a redirect message that identifies the neighbour cell as a target cell for the direct transition. The neighbour cell may be a small cell operating at a lower transmit power than the (macro) serving cell.

In instance in which the parameters satisfy respective thresholds, the method also causes a measurement report including an indication of at least one of the parameters to be provided to a network element.

    • Methods, apparatus and computer program products facilitate scheduling in a hybrid communication network with varying types of devices, such as device-to-device (D2D) mobile terminals and other, such as cellular, mobile terminals. In this regard, a D2D scheduling activity factor is calculated by a network node based at least in part on a total number of both D2D mobile terminals and other mobile terminals, and the scheduling activity factor is sent to at least one D2D mobile terminal. The D2D mobile terminal uses the scheduling activity factor to determine when to transmit locally measured signal to interference plus noise ratio (SINR) information to a network node. The D2D mobile terminal may be scheduled by the network node separately from other mobile terminals based at least in part on the SINR information.
