    • PROBLEM TO BE SOLVED: To efficiently decompose a substance to be processed into a low molecular weight compound in an electrochemical manner by using a diamond as an anode substance and a cathode substance. SOLUTION: An anode 2 and a cathode 3, on a surface of which is covered by powder diamond, are installed separate from each other inside a box-like electrolytic cell 1. A tip part of a reference electrode 4 such as an electrode formed of mercury (II) sulfate is located between both electrodes to detect the electric potential. An aqueous solution 8 containing a substance to be processed in a raw liquid tank 7 is supplied to an electrolytic cell 1 by a pump 9 through a water feed pipe 5. The substance to be processed in the solution is brought into contact with the anode 2 and the cathode 3, and decomposed directly and/or indirectly through an oxidizing substance or a reducing substance which is to be generated through electrolysis of water, and circulated into the raw liquid tank 7 from an upper part of the electrolytic cell 1 through a circulation pipe 6. In the case of a solution or a gas small in electrical conductivity, the anode 2 and the cathode 3 are closely attached to both sides of a fluorine resin ion exchange membrane functioning as the electrolyte to proceed the electrolysis. A diamond layer is vapor-deposited on a base body to the thickness of 1-10 μm.
