    • With the deployment of the Mobile Routers, some of the mobile devices would access the IP services, e.g. Remote Local IP Access (LIPA), via the local connections provided by the Mobile Router. In such cases, the mobile devices may be detached from the 3GPP access, and thus lose the capability of receiving certain services, e.g. CS domain related services. This invention presented a solution to allow the mobile device to continue enjoying the services provided via 3GPP access by placing the mobile device into a special state and binding Mobile Router's context with the mobile device's context. In this way, the mobile operator's core network would be able to trigger the mobile device to receive the CS service even its 3GPP access connections are removed.

    • With congestion control applied, an access request from a lower priority device, e.g., a machine type communication (MTC) device, may be rejected by a communication network, with the exception of network initiated communication sessions. For example, if a server in the network decides to obtain information from a device, the network could page the device and allow the communication. However, for certain devices, especially MTC devices, the generation of the response to the server can take a long time. This may result in the response being considered an independent communication session initiated by the device, and thus rejected. The device may voluntarily disconnect in exchange for a priority raise for a next access request. The network could verify and grant the access when the device comes back with a request for the response transmission.

    • A system with ability to consolidate terminal mobility status and predict potentially matched offloading peers which enables optimized peer selection is presented. The system comprises of a mobility information table that iterated among peers to gather their status information; one terminal device who can predict the possibility of a peer offloading to the same local network based on mobility information table; one P2P tracker application server that provides general control on the P2P sessions; one P2P peer that understands its mobility capacity and instant offloading status. The invention proposes a method that tracker server distributes an information table with a set of peers sharing the same content; the set of peers updates their offloading status and capacity whenever changes happened; the set of peers use consolidated information table to perform peer re-selection during the P2P session; finalized information table is updated to P2P tracker application server for future use. In the invention, server is blind to offloading techniques but only offers overall traffic control.Information gathering and decision making are completed at terminal side.
