      SOLUTION: This drilling and stirring device 10 for improving a ground includes a rod 70 extending in the vertical direction, an excavation bit connected to the bottom end of the rod 70, a rotary device 60 and a shaking device 70 for applying rotation and shaking force to the rod 70, and a cement milk supply device for injecting cement milk from the excavation bit through the inside of the rod 70. The rod 70 is formed by connecting a plurality of steel pipes 71 to each other. Each steel pipe 71 comprises, at one end, an outer thread part having a thread formed on the outer periphery and, at the other end, an inner thread part having a thread on the inner periphery. The plurality of steel pipes 71 are connected to each other by threading the outer thread part with the inner thread part.
