    • PROBLEM TO BE SOLVED: To improve swirling force of water flow while suppressing clogging with foreign substances.SOLUTION: A fixed swirler 10 comprises a cylindrical tube 11 and a swirler structure 12. The swirler structure 12 is constituted of an inner cylindrical body 13, swirling flow generation vanes 14 and a turbulent flow generation stage portion 15. The turbulent flow generation stage portion 15 is caused to protrude inward in a radial direction from an inner wall surface 11A of the cylindrical tube 11 at a position in an axial direction corresponding to uppermost upstream end portions 14B of the swirling flow generation vanes 14. By such a configuration described above, since turbulent flow can be generated upstream the swirling flow generation vanes 14 by the turbulent flow generation stage portion 15, water flow passing through inter-vane flow passages 16 is reduced without forming swirling flow. Accordingly, even a small number of swirling flow generation vanes 14 can sufficiently generate the swirling flow and clogging with foreign substances can be suppressed by increasing opening areas of the inter-vane flow passages 16.
