    • PROBLEM TO BE SOLVED: To provide a monitoring system and a method of starting a terminal device for maintenance, capable of reliably starting the terminal device when there is a new failure history between the previous maintenance work and the present maintenance work.SOLUTION: A terminal device includes: an already-read failure history number memory part accessible from a monitoring device even in a halt state of the terminal device and storing an already-received failure history number about a monitoring object device. The monitoring device includes: a monitoring part monitoring a failure of the monitoring object device; a failure history memory part storing the failure history number identifying before and after relationship of each failure information; and a terminal device startup control part reading the already-received failure history number from the failure history memory part of the terminal device present in the vicinity of the monitoring device when am inspection switch is switched from a normal state to an inspection state, compares the read already-received failure history number with the failure history number stored in the failure history memory part, and transmitting a terminal start command for the terminal device when there is a non-transmitted failure history in the failure history memory part.
