The balancer 29 is coupled to the eccentric shaft 7A at a position above the ball bearing 15, and the balancer 29 projects downward such that the lower end of an outer member 32 is positioned between the center of the ball bearing 15 and the lower surface of the base 5 in the up-down direction.
