      SOLUTION: In the retaining wall embankment structure in which a side surface of a bank of earth is covered by building up a plurality of retaining wall blocks 30, the retaining block 30 having a connecting portion 31 on the back surface thereof, the connecting portion 31 having a plurality of connection holes on the back surface thereof in the height direction; a fiber-made mesh-like strip belt 40 connected to the connection hole; a constraining sheet 90 laid on the slope side of each embankment layer while enclosing an end portion of each embankment layer; and a sheet-like geogrid 70 laid and embedded in each embankment layer are used in combination. A deformation absorption layer is formed between the back surface of the retaining blocks 30 and the bank of earth, the side surface of the bank of earth is covered with a double wall structure composed of the retaining wall blocks 30 and the deformation absorption layer.
