In this way, static elimination of negative charge arising in the photoreceptor belt 1 is ensured, thus obtaining a uniform image with no white streaks.

Thus, the shortening of the life of a developing unit is prevented so that the chemical change and filming of the photoreceptor 1 caused by ozone and NOx can be prevented as well.

In the case the value of the bias voltage VB impressed on the toner holding body 5 is positive, the bias voltage VS larger than the bias VB is impressed on the member 22, and in the case the value of the bias voltage VB is negative, the bias voltage VS smaller than the bias VB is impressed on the member 22 while operation is executed. Therefore, charge is injected in the toner 2 on the toner holding body 5, so that the electrified amount of the toner 2 is increased and the attractive force of the toner 2 to the toner holding body 5 is increased.
