    • The present invention discloses a communication method for a femto base station in consideration of a legacy terminal, and an operating technique of terminals based on an improved system in the communication method. The femto base station communicates using a frame structure including only a preamble, FCH, and DL-MAP as legacy system information to enable the legacy terminal to detect the femto base station. Moreover, the femto base station converts modes to use a frame structure in which a legacy area and an improved system area are sequentially included in necessity to connect with the legacy terminal. Therefore, the legacy terminal detects the femto base station to perform handover/interference control. The improved system terminal which operates in L mode detects the femto base station to perform handover/interference control too.

A management request associated with a handover process is then transmitted to a serving network, wherein the management request comprises the first heterogeneous protocol message. Accordingly, messages can be remotely exchanged via a radio section between heterogeneous network handover modules of a mobile terminal and a serving network. Therefore, messages are transferred faster and media independent handover is performed more quickly.
