SOLUTION: A vaporizer 10 has a vaporizing unit 12A and a heating unit 12B with a plurality of heat transfer pipes 20 and 26, and LNG is gasified by distributing LNG in the heat transfer pipes 20 and 26 of parts 12A and 12B to perform heat exchange with air.     • PROBLEM TO BE SOLVED: To provide a turbine device which can improve turbine output, while inhibiting oscillation of a fluid exhaust passage, and a cold energy power generation system which can improve power generation output, while inhibiting oscillation of the fluid exhaust passage.SOLUTION: The turbine device T includes a turbine 3 to which a fluid supply passage 1 to which drive fluid NG is supplied and the fluid exhaust passage 2 from which the drive fluid NG is exhausted are connected. In the turbine device T, a turn-inhibition passage R is provided which supplies turn-inhibition fluid to the fluid exhaust passage 2 so as to inhibit turning of the drive fluid NG flowing under a turning condition in the fluid exhaust passage 2. The turn-inhibition passage R is constructed of a bypass passage 4 which takes out part of the drive fluid NG from the fluid supply passage 1 as the turn-inhibition fluid to make it bypass the turbine 3 to supply it to the fluid exhaust passage 2.
