A sound absorbing and insulating pannel is manufactured by complexly integrating the material 1 and the material 3 through an air layer 2. Since the coal ash granular material is used as the core layer, the plate 3 has a high density and the sound insulation performance thereof is improved. With the constitution, the use of thermosetting resin used as a binder can be reduced, which provides the plate 3 with a high flame resistant characteristic.
