      SOLUTION: The intensity of transmission radio waves 22 reaching reception antennas 31A, 31B, 31C, 31D is reduced with respect to the intensity of emission radio waves 21, because the emission radio waves 21 emitted from a transmission antenna 12 are absorbed mainly by the tree 100. The each transmission loss is calculated on the basis of an intensity ratio of the transmission radio wave after the emission radio wave is transmitted through the tree to the emission radio wave for irradiating the tree with the radio wave, in the each of the waves, and a dewatered rate is calculated on the basis of a standard deviation value of the transmission losses to diagnose the tree.
