In such a structure, a video signal from a camera head 1 is continuously analyzed synchronously with the visible light turning-on signal to measure the temporal change in the area of the pupil.

A reduction amount therein is a transmission loss, in each of the waves. The rearing condition of the tree 100 is diagnosed on the basis of measurement of the each transmission loss resulting from absorption of moisture, because the transmission loss is determined mainly by an absorption loss due to the moisture in the tree. The each transmission loss is calculated on the basis of an intensity ratio of the transmission radio wave after the emission radio wave is transmitted through the tree to the emission radio wave for irradiating the tree with the radio wave, in the each of the waves, and a dewatered rate is calculated on the basis of a standard deviation value of the transmission losses to diagnose the tree.
