SOLUTION: A power system stability diagnosis apparatus 12 extracts a dominant characteristic value from time-series observational data as follows: it computes a dominant mode power spectrum and a low-frequency noise range spectrum by a frequency component analyzing means 2; it computes the amount of a low-frequency noise component relative to a dominant mode component by a low-frequency noise amount determining means 3; it applies an autoregressive model and computes a characteristic value of each order by a characteristic value analyzing means 4; it screens them by a frequency screening means 5; and it changes and applies a dominant mode extraction technique according to the amount of the low-frequency noise component determined by the low-frequency noise amount determining means 3 and extracts the dominant characteristic value from among the multiple remaining characteristic values.     • PROBLEM TO BE SOLVED: To provide a method for estimating power generation output, which is capable of estimating power generation output of a photovoltaic power generation facility.SOLUTION: Typical solar radiation value data in fine weather at a meteorological observation point in the vicinity of an installation position of the photovoltaic power generation facility and actual sunshine duration per unit time observed at the meteorological observation point are acquired, and an estimated power generation output value of the photovoltaic power generation facility is calculated on the basis of an estimated solar radiation value at the installation position of the photovoltaic power generation facility, which is found from a value obtained by multiplying the typical solar radiation value data in fine weather by a ratio representing a rate of the actual sunshine duration per unit time.
