      SOLUTION: An information processing system stores a permission file list 500 and an exceptional operation list 600, determines, based on an operation history 800, whether the present operation is a normal operation which accords with a scheduled operation or a recovery operation, and stores the result of the determination as the determination reference 414. If operation contents 815 in the operation history 800 exist in a work plan 300, the information processing system determines that the operation state is normal. If the operation contents 815 do not exist in the work plan 300 and the operation contents 815 indicate an operation to a file which exists in the permission file list 500, the information processing system determines that the work state is normal. If the operation contents 815 do not exist in the work plan 300 and the operation contents 815 don't indicate an operation to a file which exists in the permission file list 500, the information processing system determines, according to the determination reference 414, whether the work state is normal or abnormal by using the exceptional operation list 600.

      SOLUTION: For each computer, using a time difference between operation performance data collection scheduled time and actual collection time of an item that is a monitoring object, the collection start time in the next collection is moved forward by the time difference. Calculation of the time difference between collection scheduled time and actual collection time or reflection to the collection start time are periodically performed according to a predetermined review interval.

Then, a receiving instruction is issued from the transfer managing unit 2 to an execution unit 3', and a transmission starting instruction is issued to the execution unit 3.
