    • PROBLEM TO BE SOLVED: To achieve accelerated data download by multiplexing while keeping balance between communication usage amount and network usage situation.SOLUTION: The data delivery system comprises a data delivery server, multiple networks, a terminal that can request to deliver data and a communication data control server that controls usage situation of the networks. The terminal collects communication amount data in each network from the communication data control server, divides the data to be delivered into data blocks so that their communication usage amounts are equal to each other and requests the data delivery server to separately deliver them. The data delivery server determines whether the data blocks requested by the terminal can be delivered within a communication time limit defined by the system. If a time required for transmitting the data blocks exceeds the communication time limit, it is attempted to shorten the data transmission time by compression. If the data block transmission time still exceeds the communication time limit after the data compression, the data blocks are subdivided.
