Then, a user 106 obtain desired map data by using a search engine, etc., and sends the address of the obtained map data to the map provision site specified with the address.

CONSTITUTION:This method consists of a communication medium 1-2 which transmits information of each distributed control controller 1-3, a network monitor 1-1 which monitors, stores, edits, and processes transmitted information of the communication medium 1-2, and an input/output information filter attached to the distributed control controller 1-3. Each distributed control controller 1-3 sends abnormality information to the input/output filter at the time of the occurrence of a fault. The input/output filter refers to history information stored in the distributed control controller 1-3 to discriminate whether abnormality information including the transmitted taunt information is already transmitted to the communication medium 1-2 or not; and if it is not transmitted to the communication medium yet, abnormality information is transmitted to a network. Thus, redundant abnormality information is prevented from being transmitted to the network.

The part 113 estimates a parameter contained in a framework 117 obtained from an expert based on the real data so that the framework 117 functions in accordance with an actual phenomenon. Then the arithmetic processes are applied to the input data 123 and 124 based on the produced symbolization dictionary 114 and a model 118. Thus the advice and the operating command value 125 are outputted. As a result, the level for decision making is always kept at a high level.
