Opening area characteristics of a meter-out restrictor (37MOa; 37MOc) and a bleed-off restrictor (37BO) of a swing directional control valve (37) are set so that their opening areas become larger than prescribed opening areas that are set to the construction machines driving the upper swing structure (20) with the hydraulic motor (37) alone. Torque of the electric motor (25) is controlled so that the total sum of actual torque (braking torque or acceleration torque) occurring in the hydraulic motor (27) and torque (braking torque or acceleration torque) of the electric motor (25) in deceleration or acceleration of the hydraulic motor (27) equals torque (braking torque or acceleration torque) occurring when the opening area of the meter-out restrictor (37MOa, 37MOc) or the bleed-off restrictor (37BO) is set at the prescribed opening area.
