    • PROBLEM TO BE SOLVED: To realize a video monitoring system and a number of persons estimating method which are capable of estimating the number of persons in a captured image.SOLUTION: The video monitoring system calculates characteristics regarding a direction from image data based on a video signal acquired from an imaging apparatus, creates space-time histogram which is obtained by calculating histogram for the characteristics regarding a direction in space-time of a predetermined size, calculates a space-time evaluation value expressing complexity of movement from the space-time histogram, calculates a time change of the space-time evaluation value, and estimates whether or not the number of persons in an image or in a specific area is a predetermined number or more (two or more) from the time change of the space-time evaluation value.
