Moreover, a control signal monitor control unit 13a is provided with a buffer 14a for temporarily storing an outgoing subscriber's circuit control signal 18a in a proper format such as a bit map format to be received from the subscriber's circuit control signal transmitting and receiving line 24a, an incoming monitoring part 15 for detecting the secondary response signal of an incoming subscriber's circuit control signal 21b, an L1 and L2 polarity depolarization preparing part 16a for preparing L1 and L2 polarity depolarization to be outputted to a subscriber's circuit 6a at the time of detecting the secondary response signal, and an MF switching part 17a for switching the outgoing subscriber's circuit control signal 21a to be transmitted to the subscriber's circuit 6a.

    • PURPOSE:To flexibly cope with the addition and the change of a module by sharing an information managing means without providing a mans by which a transmission side module separately and independently manages information of the other module. CONSTITUTION:When the necessity for offering the service is generated by an information offer from other modules 101, 102 and a control from other modules 101, 102, the transmission side module 100 sends out a service offer request, for instance, a request packet by a broadcast format other modules 101 (102) without specifying the physical address of other modules 101 (102). Consequently, each module 101 (102) receives the request packet, but when its request contents are those of its own module, each module 101 (102) returns a response, executes an information offer to the transmission origin module 100, and executes the control of the transmission origin module 100. By executing a response processing to the request packet in such a manner a network service can be offered, while executing the communication between respective modules. Accordingly, it is possible to flexibly cope with the addition and the change of the other module.

    • PURPOSE:To facilitate the transmission of announcement in an abnormal congestion mode without increasing the software load, by connecting previously the output side terminal of a time division switch to a sound source terminal corresponding to a subscriber class when a call bus is disconnected. CONSTITUTION:In case an abnormal congestion occurs in such a degree that it is on a level just to limit the outgoing of the general subscribers, a changeover switch 46 is changed with an announcement device 46 connected to a sound source terminal 37 to transmit the announcement informing the outgoing limitation to a general subscriber circuit, e.g., a subscriber circuit 30 which is connected to the terminal 37. After this, an information on the outgoing limitation can be heard from the device 46 with no intervention of a software when a telephone 28 is picked up. In case the congestion increases to cause the need for the outgoing limitation of an important subscriber, a changeover switch 45 is switched to allow even the important subscriber to hear the announcement of the outgoing limitation through an announcement device 44. In these cases, a subscriber who is talking at a moment when outgoing limitation starts can complete the talking without receiving any effect.
