    • PROBLEM TO BE SOLVED: To reduce costs for the installation and maintenance of equipment necessary for supplying power by making use of natural energy power sources and portable power supplies to stably supply power to the variable loads of emergency facilities, or the like, in disaster situations. SOLUTION: In normal situations, power is supplied, by associating a natural energy power source 12 installed in a disaster prevention base 2 with an electric power system 4. At a disaster, premise wiring 10 is isolated from the electric power system 4 and a common load 14 and connected to a load 15 for disasters and portable power regulation equipment 6, as shown in disaster prevention bases A to C. A supervision and control system 30 in the power regulation equipment 6 measures the outputs of a critical load 13, the load 15 for disasters and the natural energy power source 12 generates a control command to the storage battery 31 of the power regulation equipment 6 and an engine generator 32, of which the output can be controlled, in matching with the fluctuations in the outputs.     • PROBLEM TO BE SOLVED: To provide a linkage protection system for distributed power supply equipment capable of performing smooth arithmetic processing. SOLUTION: A circuit breaker 12 for bus-bar communication is inserted into a bus bar 16 which connects between a power system 4 and distributed power supply equipment 5. A passing current I is detected by a current detector 13. A voltage on the power system side is detected by a voltage detector 14. The voltage on the distributed power supply equipment side is detected by a voltage detector 15. The detected current and each detected voltage are fetched into a control device 11. In the control device 11, a momentary voltage drop is detected by a combination of overcurrent or a current variation rate and a voltage drop, and a single run is detected according to a frequency variation rate of the voltage on the distributed power supply side. It is determined whether the direction of the power in the bus bar 16 is a direction from the distributed power supply equipment 5 side to the power system 4 side. The circuit breaker 12 is opened by outputting an interrupting instruction from the control device 11 to the circuit breaker 12 for the bus-bar connection, when the condition of a logic product between the positive determination result and the momentary voltage drop is satisfied or when the single run is detected.
