The invention comprises: a route candidate creation unit that creates route candidates for each resource; a history learning unit that, in advance, learns a management plan history to generate a route change rule; a route candidate list creation unit that creates a list of route candidates for a management plan target resource; a plan creation unit that creates a management plan which, for one or more violations included in a management plan, eliminates the violation; and a management change content display unit. The route change rule created in advance by the history learning unit is applied to the route candidates created by the route candidate creation unit to calculate an adoption rate of each route candidate; and the route candidate list created by the route candidate list creation unit for each resource is used as input by the management change content display unit to display the management plan created by the plan creation unit in priority order.
