SOLUTION: A function block F1 of a subscriber circuit package SL1, a function block f1 included in a control part S1 of a common package Ci and a function block Fn of the package SL1 multiplex plural signals in time division and also transmit and receive the control and monitoring signals via a signal line L1, under the control of a function block fn of the part S1 and a time division circuit TD. In the same way, a block F1 of a subscriber circuit package SL32, a block f1 of a control part S32 and a block Fn of the package SL32 multiplex plural signals in time division and then transmit and receive them via a signal line L32, under the control of a block fn of a control part 32 and the circuit TD. As plural signals are multiplexed and then transmitted and received, plural types of signals can be transmitted and received via the least number of signal lines.
