    • PROBLEM TO BE SOLVED: To improve the effect of congestion control by specifying and extracting connection to be the cause of congestion and controlling cell flow-in to an ATM exchange when the congestion is detected. SOLUTION: When the overflow of a cell buffer 1421 and cell abandonment are continued for more than fixed time set beforehand, it is judged that this ATM exchange 11 is in a congestion state in a congestion judgement part 15. The header information inverse conversion part of an input line coping congestion control part 1 obtains the call origin information of an abandoned cell by reading and inversely converting the header information of the cell abandoned in the cell buffer 1421 . In an input line specifying part, the connection to be the cause of the congestion is extracted corresponding to the call origin information and an input line 2111 is specified. A congestion control part 16 sets input control to the input control part 1311 of a line coping part 131 for housing the input line 2111 and controls the flow-in of the cell to the ATM exchange 11.

    • PROBLEM TO BE SOLVED: To autonomously perform the band regulation of a virtual channel(VC) in a hardware without burdening call processing software by imparting a flag to the part of plural virtual channels and providing a means for regulating the VC to which this flag is imparted. SOLUTION: After a starting instruction is given to a timer, an enable signal is outputted for every set fixed period by call processing software 210 and a flag control part 1 outputs the reset instruction of the flag indicating an input regulation to a connection control part 2. A flag set/reset control circuit 111 receiving the enable signal outputs a reset signal. The connection control part 2 rewrites the flag of a connection holding memory 120 from a flag control part 1, based on the flag set instruction and the reset instruction for this address. An input regulation part 4 executes an input regulation processing, based on the contents of the connection holding memory 120.

    • PROBLEM TO BE SOLVED: To autonomously perform the band regulation of a virtual channel(VC) in a hardware without burdening call processing software by dividing plural virtual channels into two groups or more and providing a means cyclically imparting a regulation for every group. SOLUTION: A counter 122 for table retrieval receiving a signal decides a VC group executing an input regulation for the counter value that the counter holds. The VPI/VCI information of the cell passing a cell drop circuit 120 and the VPI/VCI information read from a band regulation control table #N are compared in an input regulation decision circuit 123 and a scrapping processing is performed for only the cell having pertinent VPI/VCI information in the cell drop circuit 120. Namely, header information is copied by a cell extractor in the cell drop circuit 120 inputted in an input regulation part 12, the information is held, a comparator compares the VPI/VCI information and the VPI/VCI of a control table and only the cell having the VPI/VCI is dropped.
