    • PROBLEM TO BE SOLVED: To provide an electrostatic latent image developer that obtains an image in which stripe fog resulting from uneven distribution of fluorine-containing resin component or the like on an image holder surface is restrained even in a case where small-diameter toner is used in an image forming apparatus having the image holder with an outermost surface layer formed from a cured film containing fluorine resin particles.SOLUTION: The electrostatic latent image developer is used for the image forming apparatus comprising: the image holder having the outermost surface layer formed from a cured film containing fluorine resin particles; developing means for forming a toner image by developing an electrostatic latent image, formed on the image holder, by bringing a magnetic brush of electrostatic latent image developer into contact with the image holder, the magnetic blush having a brush roughness of 300 μm or more and 850 μm or less; and cleaning means having a cleaning blade. The electrostatic latent image developer contains toner with a volume average particle diameter of 2.0 μm or more and 6.5 μm or less and carriers with an average magnetization of 3.0×10AMor more and 3.0×10AMor less per carrier particle.
