As the silicone-based water-repellent material, an emulsion containing an alkylalkoxysilane of 10-50 pts.mass vs. a polyorganosiloxane of 1 pt.mass, where the total content of the polyorganosiloxane and the alkylalkoxysilane is controlled to be 60-90 mass%, is usable.
