A data input station(d4) inputs data to the graphic transmission server(d3). A control box(d5) manages the graphic transmission server(d3) and the data input station(d4). A synchronization capture board(w1) converts a still image of a bit map format being transmitted by a digital camera mounted on an actual off-line area into a vector drawing format, and synchronizes a changed value with the graphic transmission server(d3) on the application(d1). An encoder(w2) encodes a file and a live streaming in a file and a live source. A streaming server(w3) and a web server(w4) transmit a moving picture file through a buffer.
