The optimum ship delivery plan is automatically made by taking evaluation conditions such as restriction conditions of an exclusive ship inspection plan and a berth use plan set in advance, degree of priority in use of an exclusive ship, and degree of priority in transportation per receiving and delivering supplies into account concerning transportation of receiving and delivering supplies planned by the receiving and delivering plan depending on day during a month and the silo/warehouse operation plan.
