    • PROBLEM TO BE SOLVED: To continuously treat wastepaper and to recycle it, by hydrating and grinding printed wastepaper, removing an oil by a surfactant, adjusting the paper to a proper water content, adding a cement and a surfactant again to the paper, introducing air and stirring the mixture at a high speed to produce an expanded heat insulating material.
      SOLUTION: Printed wastepaper is fed to a water tank, mixed with a surfactant, stirred by an agitator, allowed to stand, an oil is separated and paper made into a fibrous state is precipitated. The paper 4 is taken out, sent to a raw material stirrer 1 and mixed with a proper amount of water 3, a cement 2, a surfactant as a foaming agent 5 again.
