SOLUTION: A spectacle part is composed of polarizing plates 2 protected with two right and left rubbers 4. Two polarizing plates are overlapped, and polarizing angles of the overlapped two polarizing plates 2 can be adjusted respectively with adjustment knobs 3. Thus, it is possible to see the surrounding by adjusting the polarizing angles.

Thus, a sufficient braking force can be obtained while an input limit of the electricity storage device is prevented from being reached.
