    • Methods and apparatus for releasing energy from hydrogen atoms (molecules) by stimulating their electrons to relax to quantized lower energy levels and smaller radii (smaller semimajor and semiminor axes) than the "ground state" by providing energy sinks or means to remove energy resonant with the hydrogen energy released to stimulate these transitions. An energy sink, energy hole, can be provided by the transfer of at least one electron between participating species including atoms, ions, molecules, and ionic and molecular compounds. In one embodiment, the energy hole comprises the transfer of t electrons from one or more donating species to one or more accepting species whereby the sum of the ionization energies and/or electron affinities of the electron donating species minus the sum of the ionization energies and/or electron affinities of the electron accepting species equals approximately mX27.21 eV (mX48.6 eV) for atomic (molecular) hydrogen below "ground state" transitions where m and t are integers. The present invention further comprises a hydrogen spillover catalyst, a multifunctionality material having a functionality which dissociates molecular hydrogen to provide free hydrogen atoms which spill over to a functionality which supports mobile free hydrogen atoms and a functionality which can be a source of the energy holes. The energy reactor includes one of an electrolytic cell, a pressurized hydrogen gas cell, and a hydrogen gas discharge cell. A preferred pressurized hydrogen gas energy reactor comprises a vessel; a source of hydrogen; a means to control the pressure and flow of hydrogen into the vessel; a material to dissociate the molecular hydrogen into atomic hydrogen, and a material which can be a source of energy holes in the gas phase. The gaseous source of energy holes includes those that sublime, boil, and/or are volatile at the elevated operating temperature of the gas energy reactor wherein the exothermic reaction of electronic transitions of hydrogen to lower energy states occurs in the gas phase.

    • A method of treating a premature neonatal infant of a gestational age between about 24 and about 35 weeks with a pharmaceutically acceptable, systemically active, substantially skin compatible, water-soluble neonatal therapeutic agent having a molecular weight below about 5000, and which agent is substantially non-transmissable through normal mature intact human skin, comprising:(a) applying to the intact neonatal skin of said infant a transdermal device comprising (i) a backing member, (ii) a substantially shape retaining hydrogel reservoir having a water content of between about 5 percent and about 95 percent preferably between 10 percent and 80 percent by weight of said reservoir and containing an effective amount of said agent, (iii) a skin contacting surface of predetermined area, and (iv) means for maintaining said reservoir in material transmitting relationship to said skin;(b) maintaining said skin contacting surface of said device in material transmitting relationship to said intact neonatal skin of the infant for an extended period of time; and(c) delivering said agent through the intact neonatal skin in a controlled continuous manner such that the blood plasma level of said agent is substantially within the therapeutic index of said agent for a majority of said extended period of time.

    • A device for administering an active agent to the skin or mucosa of an individual comprising a laminated composite of an adhesive overlay, a backing layer underlying the central portion of the adhesive overlay, an active agent-permeable membrane, the backing layer and membrane defining a reservoir that contains a formulation of the active agent, a peel seal disc underlying the active agent-permeable membrane, a heat seal about the periphery of the peel seal disc, the active agent-permeable membrane and the backing layer and a removable release liner underlying the exposed overlay and peel seal disc. The adhesive layer is above and peripheral to the path of the active agent to the skin or mucosa and is protected from degradation by the components of the reservoir by a multiplicity of heat seals. The peel seal disc protects against release of the active agent-containing reservoir and the release liner protects the adhesive from exposure to the environment prior to use.
