    • PROBLEM TO BE SOLVED: To provide a highly convenient information providing system for surely distributing accurate store information to a user without increasing any labor and time to be imposed on the user or a store. SOLUTION: At the time of receiving a request for store retrieval from a user's information terminal(portable telephone 2 or PC 3), a server 1 acquires the location information of the user, and sets a retrieval area by using the acquired location information, the location information of each of a plurality of stores and retrieval conditions included in the request. Furthermore, the server 1 judges whether or not the store information has been updated from the information terminal(portable telephone 2 or PC 3) of a restaurant in a predetermined time band prior to the request reception time, and selects the restaurant whose store information has been updated among restaurants included in the retrieval area as a retrieval object.     • An output rate controller has a TS packet buffer, a maximum value increase detector, a minimum value decrease detector and an output controller. The TS packet buffer accumulates input packets. The maximum value increase detector detects an increasing trend of the maximum number of packets being accumulated in the TS packet buffer within a fixed time period. The minimum value decrease detector detects a decreasing trend of the minimum number of packets being accumulated in the TS packet buffer within a fixed time period. The output controller sets a higher output rate of packets being accumulated in the TS packet buffer if an increasing trend has been detected by the maximum value increase detector, and sets a lower output rate of packets being accumulated in the TS packet buffer if a decreasing trend has been detected by the minimum value decrease detector.
