摘要： PROBLEM TO BE SOLVED: To decompose, fix and detoxify a halogen-containing organic compound. SOLUTION: A tail gas is supplied to a rotary absorption apparatus 2, the halogen-containing organic compound is absorbed by an absorbent, desorbed by an inert gas, thus separated from air and condensed. The inert gas containing a halogen-containing volatile organic compound and functional calcium oxide are supplied to the pre stage part of a reactor 3 and made to react to remove the halogen-containing volatile organic compound. A solid composed of a reaction product is moved to the post stage part of the reactor 3. A gas including a by-product gas which has already reacted is discharged to the outside of the reactor 3, the by-product gas is oxidized by an oxidation reactor 4, it is cooled, then supplied to the post stage part of the reactor 3 and brought into contact with the solid composed of the reaction product, moisture or the like is absorbed, and it is turned to the inert gas and circulated to the rotary absorption apparatus 2.
