A portable display and configuration fob includes a portable housing, a first wireless port wirelessly communicating with the wireless port of the base station, a second program port adapted for communication with the second program port of the sensors when engaged with or proximate that port, a rotary thumbwheel encoder, and a display. A processor receives engagement or proximity information from the second port of the portable fob, selects sensor information describing the sensors and responsive to the encoder, and sends the sensor information to the wireless port of the base station.

The communication device includes a transceiver capable of communicating wirelessly with a mobile telecommunications network, a memory device and a processor. To ensure privacy, the processor is capable of receiving a pseudo identifier from a proximate communication device and then requesting an actual identification correlated with the pseudo identifier of the proximate communication device.

The method further includes making available the pre-calculated characteristic of the network to an application of the device using the network, including storing the characteristic at a pre-calculation server accessible by the device so the device can selectively retrieve the characteristic, and updating the characteristic at a frequency based on a trigger related to volatility of the RF data being collected.
