    • An apparatus for securing a device to an exterior of a vehicle (82), comprising: a plurality of rail members (20, 30, 40, 50) spaced apart and substantially parallel each other, each rail member (20, 30, 40, 50) has two ends; a first and second pair of mounting brackets (60, 62, 70, 72) configured to be fixedly or detachably attached to a portion of the vehicle (82), wherein two rail members are in communication with the mounting brackets; a first and second transverse (90, 100) member having two ends, and the ends of the transverse members (90, 100) are in communication with the mounting brackets (60, 62, 70, 72); a wagon member (110), having two ends, and the ends, of the wagon member (110) are in communication with the rail members; the wagon member is moveable, and further comprises a cradle (250); a restraining member (120) having two ends, and the restraining member (120) is in communication with the rail members (20, 30, 40, 50); the restraining member (120) is stationary, rotatable, and comprises a restraining arm (304), which contacts the device to prevent movement.
