摘要： Methods, systems and apparatuses for performing frame-level rate control in video coding are provided. Included among such methods, systems and apparatuses is a method that includes obtaining an estimated average variance associated with video residual data, and obtaining a target bit rate. The method may also include using the target bit rate, the estimated average variance and an entropy estimation based on non-identically distributed coefficients, to determine a quantization parameter for transform coefficients of the video residual data. The method may further include calculating quantized transform coefficients using the quantization parameter.

摘要： Methods and systems are disclosed facilitate differentiated QoS service for packets within a single packet stream. For example, extended QCI values may be used to differentiate service of video packets associated with different priorities. A flexible representation of QoS requirements/parameters is disclosed where QoS may be defined as a hyperspace that is a function of base QoS parameters. A WTRU may explicitly specify and/or request desired QoS parameters. A WTRU may be configured to perform one or more of video packet separation into a plurality of video packet sub-streams, merging of the video packet sub-streams, and/or reordering of the packets included in the video packet sub-streams. Techniques may be utilized to exposing more information to a data transmission network regarding the type of video packets (and/or other packets) being transmitted.

摘要： Systems and methods are described for determining an optimised sampling ratio for coding video data that reduces overall distortion introduced by the coding process. It seeks to balance the information loss introduced during downsampling and the information loss introduced during coding. The sampling ratio is generally determined by reducing, or in some cases minimizing, the overall error introduced through the downsampling process and the coding process, and may be adaptive based on the content of the video data being processed and a target bit rate. Computation power can be saved by coding a downsampled video. The process derives a plurality of downsampling ratios, and selects a downsampling ratio that reduces the total amount of distortion introduced during the down - sampling and coding stages. The down - sampling ratio may be selected given the available data transmission capacity, input video signal statistics, and/or other operational parameters, and may optimally reduce the overall distortion.

摘要： A system and method for region-of-interest-based bit-allocation scheme for video coding is provided. A method for encoding an image sequence of inter-frames and intra-frames includes grouping the inter-frames and the intra-frames in at least one group of pictures (GOP), and performing a frame-level bit-allocation to inter-frames and the intra-frames in the GOP. For each frame of the inter-frames and the intra-frames in the GOP, the method also includes partitioning the frame into a plurality of macroblocks, identifying macroblocks in the plurality of macroblocks as having regions of interest (ROI), and performing a macroblock level bit-allocation for the frame based on macroblocks identified as having ROI. The method further includes encoding the image sequence based on the bit-allocations, thereby producing an encoded image sequence, and outputting the encoded image sequence.
