This locking means for a retractor comprises a rachet wheel (16) and a pawl (32) comprising in turn two teeth. The pawl and rachet wheel are designed to be located relative to each other such that only one of the two teeth of the pawl is brought into engagement with one of the teeth of the rachet wheel with a gap provided between the other tooth of the pawl and a tooth of the rachet wheel that confronts the same tooth when a load applied to the webbing is small, while the two teeth of the pawl are brought into engagement with the teeth of the rachet wheel when a load applied to the webbing is great. Therefore, since a load applied to one of the teeth becomes a half of a load that would be applied to an engaging pawl having a single tooth, the pawl of the present invention can bear double the torque, and the outside diameter of the rachet wheel can be reduced.

Said rocking member (9) has a support tooth (11) in addition to the meshing teeth (10), and the synchro-gear (15) is provided with a balance weight (19) for correcting the deviation of the center of gravity of the rocking member (9) from the center of rotation of the spindle.     • A flexible cylindrical material for lining conduits of drinking water, having an inside surface coated with an adhesive and a structure to be described below. This material is applied to the inside of a conduit by inserting it into the conduit inside out with the aid of a fluid pressure and pressing the inside surface of the lining material against the inside surface of the conduit. This material enables lining work to be conducted without causing pollution of water and with ease. The lining material comprises cylindrical cloth made by weaving or interlooping synthetic fibers and having an outer surface covered with two or three layers of the following resins: (1) in case of two layers: an outer layer: a polyolefin resin with an environmental stress cracking resistance of 1000 hours or above; and an inner layer: (i) a resin prepared by grafting an ethylenically unsaturated carboxylic acid onto an ethylenevinyl acetate copolymer, or (ii) a mixture of 30 to 70 % of a resin prepared by grafting an ethylenically unsaturated carboxylic acid onto an alpha -olefin polymer and 70 to 30 % of a styrene-ethylenebutylene-styrene resin composition; and (2) in case of three layers: the following interlayer is provided between the above-described outer and inner layers: an intermediate layer: a styrene-ethylenebutylene-styrene resin composition.
