摘要： PROBLEM TO BE SOLVED: To provide a system by which a customer can receive prescribed discount of power rates for a predetermined period when electrical equipment is purchased, though the power rates were not considered when the customer purchased the electrical equipment. SOLUTION: The system is characterized by a collecting method of the power rates such that a purchaser of electrical equipment with discount power rates is registered in an ESP member, an ESP calculates the discount power rates predetermined by every piece of the electrical equipment, makes a power supplier charge the power rates by giving a discount of them to the ESP member, or to charge the power rates from the ESP or a discount portion is paid to the member customer from the ESP. In addition, this power rate collection system is constituted of a first database regarding the customer, a second database regarding a target product and a discount power rate calculating means.

SOLUTION: Immediately after the occurrence of separation, a frequency multiple point observation means 107 performs frequency observation at many points with respect to time after roughly keeping the balance between demand and supply with a tidal current correction means 105, and it is kept in custody in a frequency time series data storage device. Based on this, a frequency response forecasting means 109 expresses the temporal changes in the frequency in an approximating numerical formula. A frequency correction control means 110 performs the forecasting of the frequency at future points of time from a frequency response estimation formula, and when this value does not satisfy the use conditions, this stabilizer outputs a control command to perform the required cancellation of unbalance between demand and supply. As a result, since excessive control can be prevented, the reliability on separation system can be improved.

When the machines whose power supplies are to be limited are selected in accordance with a power supply limit value calculated for the stabilization, the power supply limiting means 72 makes the summation of the outputs of the plurality of generators selected as control object candidates correspond to the power supply limit value and, further, performs the estimation operation of the various characteristics of the separated system after the power supplies to the control object candidates are limited to judge whether conditions are satisfied or not. If the conditions are satisfied, the plurality of generators which are the control object candidates are determined to be the objects of the power supply limitation.

A load breaking quantity and an increase in total power generation cost when a route is cut off and on the other occasions than when the route is cut off, are calculated under various system states and various restriction conditions, and then these values are calculated in terms of cost and then the calculated cost is multiplied by a weight factor for each defect case. The obtained value is added with the usual total power generation cost to obtain an RG index.

SOLUTION: The data of facilities in a power system 101 are processed in accordance with a prescribed format by means of a data reading device 102 and sent to a system information data base 103. The content of the data base 103 and data in an assumed accident data base 104 are sent to an assumed accident selecting device 105. The device 105 generates indexes indicating the grades of importance of assumed accidents in the base data 104 and taking the influences of the accidents into consideration when the accidents occur. The indexes are sent to a detailed calculating device 106 and calculated and the device 106 calculates detailed system information when the assumed accidents occur. The calculated results are sent to an output device 107 and the device 107 displays the information on the power system 101 when an occurs on an arbitrary time cross section.
