摘要： PROBLEM TO BE SOLVED: To provide a stabilizer which forecasts the frequency at the future points of time and perform proper control by observing the frequency ripples within a separation system, over multiple point with respect to time. SOLUTION: Immediately after the occurrence of separation, a frequency multiple point observation means 107 performs frequency observation at many points with respect to time after roughly keeping the balance between demand and supply with a tidal current correction means 105, and it is kept in custody in a frequency time series data storage device. Based on this, a frequency response forecasting means 109 expresses the temporal changes in the frequency in an approximating numerical formula. A frequency correction control means 110 performs the forecasting of the frequency at future points of time from a frequency response estimation formula, and when this value does not satisfy the use conditions, this stabilizer outputs a control command to perform the required cancellation of unbalance between demand and supply. As a result, since excessive control can be prevented, the reliability on separation system can be improved.

When the machines whose power supplies are to be limited are selected in accordance with a power supply limit value calculated for the stabilization, the power supply limiting means 72 makes the summation of the outputs of the plurality of generators selected as control object candidates correspond to the power supply limit value and, further, performs the estimation operation of the various characteristics of the separated system after the power supplies to the control object candidates are limited to judge whether conditions are satisfied or not. If the conditions are satisfied, the plurality of generators which are the control object candidates are determined to be the objects of the power supply limitation.

摘要： PROBLEM TO BE SOLVED: To provide a stabilizing device for performing a proper electric control while considering a peak frequency by on-line observing a parallel generator in a separated system. SOLUTION: A link line power flow quantity 12 of a system separation assumption point 11 and an output quantity 15 of a plurality of generators 14 in an assumption separation system 13 are periodically observed on-line and are accumulated in an on-line database 16. Also, an off-line database 17 is prepared to accumulate offline data that do not depend on the operation of a plurality of generators which can be included in a separation system. When separation occurs, the parallel generator of separation system from the generator output of the database 16 is recognized and the generator characteristics of the database 17 are inputted to an electric control determination means 18, thus judging whether a frequency peak is within a constant range or not. Further, the amount of supply/consumption unbalance solution for suppressing the frequency peak to a constant range is calculated and a control command 19 is outputted immediately after separation, thus maintaining separation system and stabilizing frequency.

The system simulating section 12 simulates frequency fluctuations 18 after the separation of systems, using a simple system 12 which is fed on-line with the output 13 of a local system generator, the power consumption 14 of a local system load and linkage line power flow 9 and simply simulates a local system 2 as an object, and outputs such a frequency estimating equation 19 to limit the frequency fluctuation 18 within allowable values. The system control section 15 is fed with the frequency estimating equation 19 and the linkage line power flow 9, and when fed with linkage line interruption information 17, it determines a control quantity using the frequency estimating equation 19 and performs power supply limitation 10 or load limitation 11.

It is discriminated from the calculated frequency results whether or not the destined frequency and the maximum and minimum frequency are within the stable operating area of a generator, and if not, frequency calculation and discrimination are conducted repeatedly until the destoned frequency and the maximum and minimum frequency have reached a condition which is within the stable operating area of a generator.

Power supply is limited such that the frequency does not exceed the minimum level 1, and level 2 of a generator group in the separated system after the power supply is limited.
