This device 23 is constituted by joining different kinds of conductors, adopting an electronic cooling system utilizing a thermoelectric element module whose one side surface absorbs heat and the other side surface of which generates heat at the time of making current flow through a contact, and providing the thermoelectric element module, a blower, a radiation pipe, a cooling fin, etc.
