Meanwhile the atmospheric pressure is always kept in a space room 63 of a case 11 by an atmospheric link pipe 64. At the same time, the signals can be transferred between the equipments contained in the case 11 and those set on the ground via the internal pipeline and wiring of the pipe 64. As a result, a governor device can be installed even in a narrow space in a simple way together with its facilitated maintenance.

CONSTITUTION:The gas flow rate passes through the binary digital valve 12 can be expressed in respective Cv value of element valves 12A, 12B-, gas pressure P1 and P2 and a gas specific gravity (r) at the front and rear of the valve 12. Then, the pressure P1 is detected by a pressure sensor 4 at the up stream of the valve 12 and the pressure P2 by the pressure sensor 4 at the down stream, and detecting signals are supplied to the microcomputer CPU5 respectively via an amplifier 8 and an A/D converter 9. Also, the gas specific gravity (r) and respective Cv value are supplied to the CPU5 from a setting apparatus 6. The CPU5 performs the arithmetic processing based on the pressure P1 and P2, the specific gravity (r), and the Cv values, and calculates the gas flow rate. In such a way, it is possible to measure the gas flow rate even without preparing the gas flowmeter.

SOLUTION: When a seismoscope 16 is operated, a safety function part 22 controls a shutoff-valve drive circuit 23, it sets a shutoff valve 13 to a shutoff state, and it shuts off a gas flow passage so as to inspect a gas leak. When it is detected that the gas leak does not exist as a result, the shutoff valve 13 is set to a return state. When it is detected that the gas leak exists, the shutoff valve 13 is set to the return state after a prescribed standby period has elapsed, and the gas leak is inspected again in the state. When it is judged that the gas leak does not exist as a result, the return state of the shutoff valve 13 is maintained. When it is judged that the gas leak exists, the shutoff valve 13 is set to the shutoff state.
